Indicatives for CSE Interview 2017...


The results of CSE Mains 2016 have been announced and the Personality Test is scheduled to begin very soon. Though I have been like a rusted Iron block after working in the field in the last years, still the announcement of Mains result gives me a kick reminding my own days of UPSC CSE preparation where the everyday we used to wait for results along with the mighty ORKUT group which was source of all nonsense rumours and offcourse some sensical information. Once thing which happens first in the field is that you stop reading THE HINDU which is as boring as it could be in fast changing and flooding Whatsapp Gyan era. Though I opted for Businessline which in tone and tenor smells like its elder The Hindu so I will be suggesting few topics which may appear during the course of discussion in Personality test.

 1.       GST 
             Tops the chart only due to the fact that during last year it has occupied the first page of Newspaper. Also, the second reason is uneven and perceived treatment met to Indian Customs and Central Excise Service wherein more responsibilities have been delegated to state Depts manning VAT/Sales Tax etc.
  • When we prepare any topic for CSE PT it is not limited only to the definition or meaning and repercussions the event or issue. It is much broader as those aspects are covered in prelims and amins exam already. Here you have to be ready with the interconnections arising with it and also keep the broader policy framework, international synergies and constitutional values in the mind. 
  • Like in the case of GST the discussion may spread to federal relations between states and union, States and Panchayats. It may further spill to the line of polity where in larger issues like political and administrative relations apart from financial relations crop up. We have seen in the context of GST that a reform may take more than a decade as GST was 1st proposed around 2004-05 and still its in pipeline. 
  • If your answer is in the line of Ease of Doing business and overall regulatory issues then be ready to remember the indicators of Ease of Doing Business, its components , India’s position and major bottlenecks and step to improve it.
  • The another issue as discussed earlier arise is the personnel administration of GST as after giving 90 percent of assessee (taxpayers) to the states, the capacity and capability of state tax machinery is seriously questionable as it is more tech-dependent, need better training and skill-upgradation. So we need to focus on these areas also.
  • Corruption in tax administration may also come-up as last parting shot on the issue as it proposes to reduce discretion of Tax Authorities. Apart from clear distinction between direct and indirect taxes. One query to confuse you guys: Is service tax a direct or indirect tax?


2      2.   Stents pricing:

Apart from technical importance, purpose etc more focus here will be:
·         Regulatory role of NPPA
·         Whether the medical equipments, drugs, services be regulated or market should decide
·         Its impact on R&D in medical sector.
·         The clinical establishment bills of Govt of West Bengal which is criticized as well as appreciated for its efforts to regulate medical sector.
·         Need for govt. infrastructure in healthcare.
·         Difference between primary, secondary and tertiary healthcare
·         Scenario of health insurance in india
·         Newly drafted National Health Policy
·         VYAPAM scam (may crop up in wild if issue of quality of professionals is discussed alsong with NEET )

3    3.     Demonetization:

Enough material is available on net and newspaper. Just get your stats right as wrong stats can lead to trouble due to multiple availability of stats. Best source is RBI and FinMin. See some history of previous DeMo exercise. and for God's sake don't link results of election with DeMo as its still a topic of research so don't jump to the conclusions. 

4. Elections: 

There are rarely chances when election will be discussed, my interview was in 2012 when the SP Govt came into power but no quesry or opinion asked from us. frankly the reason may be that bureaucrats are SUPPOSED to be working neutral and impartial without focusing on the powers in dispensation which is good also. but yes the question may arise from National party- Regional party future perspective. you can reply without resorting to name calling etc as a matter of fact. also, the issue of EVM tampering may not be extensively asked as there are only allegations after every election. 

4              Focus more on your information furnished in DAF as that may be starting point and that is from where you can guide through the interview process by slight alertness and crafting answers and emphasing key words.       Being Mortal : Atul Gawande  Medicine and What Matters in the End A guide of death and what happens before. There is emergence of literature which is discussing the prior death experiences which was not much talked about previously. Paul Kalanithi's "When breath becomes Air" was recommended to me by an oncologist but haven't followed that genre for long.  I picked up  Being Mortal : Atul Gawande published by Penguin Books  recently and this was my first book of Dr. Gawande's literature who has mostly written on medicine and its interaction with humans. The book talks about the need to talk about detah and how medical profession is failing to keep up with the idea of dignified death and harps upon artficial life elongation instead of focussing on quality of life.
